
The picklist specifies the office to which any given Opportunity is associated. Office managers should only be able to see Opportunities associated with their office. They should see any Opportunity associated to their office, regardless of who owns it.
The problem comes in with the Sharing button. They should also be able to manually share any record belonging to their office.
PROBLEM: The "Sharing" button doesn't appear on Opportunities for the managers unless, in their profile, they are granted "View All" and "Modify All" permissions on the Opportunity object. But, if those are checked, then the managers can see ALL Opportunities regardless of the office it is associated with.
DESIRED BEHAVIOR: Office managers should be able to manually share Opportunities associated with their office (i.e. the "Sharing" button should be there), but not have any access to records not associated with their office (based off of the custom field picklist value).
