Searching TextArea(32000) differs when searching in Global Search vs Report Filters. Why is this?

Question

My user identified a report not returning records.  I analyze the report and saw the field they were filtering on is a TextAreas(32000), so I politely explained the limitation documented in the knowledge article regarding Filtering in reports for TextArea limit to 1000 or custom limited to 250. Then the User asked why the Global Search returns the value.  What is different between the Global Search searching a textarea(32000) and the limitation on Report Filters, please?

I think the reports were only looking at the first 1,000 characters. Please refer to this Idea link:
