Non-system admins to login as other users?

I know as System Adminsitrators, we can login as other users to send emails/view items etc. But is there a way around that for me to allow a different profile (non-system admins) to login as other users?

    I have a group of Customer Service reps that need to be able to send emails as a Sales rep.
