Non admin users receiving TLS 1.0 email. How do we stop this?

A couple of users have recieved the latest email to say that Salesforce is disabling TLS 1.0 for email in 3 months. They don't have Modify All Data or Manage Users, how do I remove them from notifications?

There may be others who have received it but just ignored it, how can I tell?
