So we thought we could search on the first three digits on the zip code to accomplish this. So how can you build a View based on the first three digits, and the last two digits being wild cards?
Or I'm open to other thoughts of how to search for accounts in a regional area.

Dave! You can create a List View with the following filter:
Or a report with the following filter:
I would go with Reports. They are easy to create and won't clutter your Pick List of list views.
