1) Is there a way to do a fuzzy match on the Email field? It's not one of the options on the page (https://help.salesforce.com/htviewhelpdoc?id=matching_rules_matching_methods.htm&siteLang=en_US) but I was wondering if there is a work-around for it.
2) Is there a way to have a report that shows blocked data? From what I see, the report option is only available when you allow potential dupes into the system. And the only way to create a report of blocked dupes is if you allow them into the system.

There aren't any viable options besides committing the data to salesforce and then creating a fuzzy match through formulas and a validation rule, but based on your section question, it doesn't seem like you would want this.
Unfortulately you cannot report on duplicates that were blocked because the data was never commited and therefore won't be in the Duplicate Record Set Object.
