I have a client who wants me to push leads into his Sugar CRM instance. and he has given me a web-to-lead url.
Is there an app out there that can help me with this?

John, if your requirement is only valid for mass lead creation, then this form will be of no use to you.
You still need to check what this end point can receive, see if the client has some specific documentation around this endpoint.
If the documentation is not available, try a simple rest call to this end point with a couple of parameters to check what it can take and what it cannot.
You can use extensions like Postman (https://chrome.google.com/webstore/detail/postman/fhbjgbiflinjbdggehcddcbncdddomop?hl=en) to do this.
