Find Duplicate button missing

Although the "Find Duplicates" button appears on the lead page layout setup, some of our users can't see it at all. I double checked that it is on the page layout for every lead record type and can't figure out why some people cannot see it. They all have access to edit and convert leads, but cannot delete or create lead. Is that why they can't see that button? Thanks for any help/advice.
