The error can occur because of one of the following:
1. You did not have a valid internet connection when you launched Offline Edition for the first time after installing it. Offline Edition needs to download some localized text from salesforce.com servers on first run to complete the install process. Without a network connection, this process fails.
2. Your internet connection proxy settings are either incorrect or invalid at the time when you first launched Offline Edition after installing it. To check your proxy settings:
a. Open Internet Explorer window.
b. Go to: Tools | Internet Options |Connections tab | LAN Settings button.
c. See if "Use a proxy server for your LAN" checkbox is checked. If it is, verify that the value of "Address" field is a correct server name that you can reach. One way you quickly verify proxy settings is that you uncheck this box, apply the changes and try running Offline Edition again.
3. If none of the above fixes the error, check if you are actively running a firewall and/or anti-virus software. This software is usually configured to block outgoing network traffic. You may need to consult the documentation provided by your firewall/anti-virus software vendor to configure them to allow Offline Edition to communicate to salesforce.com servers.
