Hello, I need to let a user modify the tasks assigned to another user with an higher role.
Even if the OWD is set on Controlled by Parent and the Calendar is shared the tasks modification is not allowed.
What else should I set without changing the hierarchy?

Task visibility and editability essentially comes down to whether or not the user can access and edit the parent record the task is related to.
So if User B needs to edit tasks on User A's records then they need to be able to edit all of those records themselves - all of User A's accounts, contacts, opportunities, cases, custom objects etc.
Therefore, yes, moving User B above User A in the role hierarchy (or as far up the hierarchy as you require) is the way to solve this. Just bear in mind that once they can edit the tasks of others they can edit the records of others. This may or may not be what you desire.
