Can you give a Chatter Free user a Knowledge User license?

It would be great to provide the Internal App rights to a Chatter Free user.

We have a number of individuals that don't perform their specific work duties within Salesforce, but would need access to Salesforce Knowledge. We plan to implement the Public Knowledgebase.. but would really like to provide some of our representatives with Chatter Free licenses.. and access to Internal Knowledge. Possible?
