Why is there no "Add to campaign" button on custom reports?

When I create a custom report the "Add to campaign" button goes away. It is not even in the layout like it was in the standard reports.

    Is it a "Custom Report" or a "Custom Report Type"?  The [Add to Campaign] button isn't available on a CRT
