How can I make it so if Case Owner is changed through in-line editing, the validation rules still apply? For instance, if something comes in from email-to-case, the required fields won't be filled out. Someone can click the "Change" link next to the owner name and the required fields still won't be required to be filled out.

 

How can I stop that?

    Validation Rules will still apply, but the required fields on the case page layout will not be enforced. You would need to add a validation rule that checks for values in the fields that are required in addition to having them required via the page layout.
