Assuming it is a Custom object ,You could access all the projects irrespecitve of ownership by creating a report or by creating a NEW LIST VIEW
Navigation path for Creating Report:- Report---Select Report type as "Project" ----Select "Show Picklist field" as "All Projects" & Give Appropriate Date Range.
Navigation path of Creating List view----Beside to My Projects--Click on Create New View--Give it a name----Under Step2.Specify Filter Criteria Select it as "All Projects" & save it.
Note:- Records accessibility depends upon you security setting.
a) If you are system administrator you can view all projects that exists in your SF Database
b) If you are higher in Role Hierarchy then you can view only those records which are owned by users reportiing to you.
