I have users who can not access the "Help & Training" tab. Is this a permission?

Every time they click on that link, it asks them to log in again, but never becomes available. Is this a permission based tool?

    So far no luck here. I am getting the "well we can do it, so you should too" response. Tier 2 is involved so hopefully we can get this resolved.
