Where do I decide which pick list options apply to which case type? I see I can set them up when I add new values, but how do I edit existing ones?

    Look at the Record Type definitions for your Cases. You'll see the set of picklist fields available for the record type, and you can decide which options to be included/excluded.  This is under Setup->Customize->Cases
