Stefanie, your MailingStreet is missing a function wrap around it. Assuming your requirement is to make Mailing Country required when Mailing Street is filled out, your validation rule should look like this:
AND(
NOT(ISBLANK(MailingStreet)),
ISBLANK( MailingCountry )
)
And if you want to make the address field totally required, then you need to use this:
OR(
ISBLANK(MailingStreet),
ISBLANK(MailingCity),
ISBLANK(MailingState),
ISBLANK(MailingPostalCode),
ISBLANK(MailingCountry )
)
Customize further if needed.
