Email template for all contacts on an organization?

In Salesforce Enterprise Edition, with Nonprofit Starter Pack, we are using a custom object called "Site Match" to represent the linkage between an Organization and a Contact record for the Contact being interviewed with that particular Organization.

I would like to create a workflow action that will send an email to all the contacts at a particular Organization requesting that they set up an interview with the Contact. Is it possible to do this using an HTML email template with merge fields, or do I need to use Visualforce?

If I do need to use Visualforce, how would I go about it?

So the two things I need to know are:

1) What merge fields to use to get in the first name/last name of the contact for the organization, as well as for the potential candidate, who is also a contact?

2) How to specify who to send the email to in workflow settings?
