I want all my partner users to see all my internal users' accounts. I'm hoping this would prevent them from creating duplicate accounts and contacts, when creating their own opportunities.

Depending on your Org Wide security settings you could create a Sharing Rule on Accounts that shares Internal Users Group with Partner Users Group on Read Only.
If you have a Private sharing model, meaning Account, Contacts etc are Private, (Go Setup>Administration Setup>Security Controls>Sharing Settings) you could create an Account Sharing Rule as mentioned above.
