Process Builder question

I am trying to use Process Builder to build a process that if an opportunity is in a certain stage that the field "Sample ship date" becomes a required field and an message pops up that states "Please enter sample ship date". I have built this in my sandbox and it works, however, when I input to production it doesn't work. 

 

I started with the object opportunity, Start the process is "when a record is created or edited".  Scheduled actions are "0 Hours After Opportunity is Last Modified Date".  The Required field "Post to Chatter under Scheduled actions is "Action Name" equals Required field, "Post to" This Record" and Message says Sample ship date is required for "Proposal price/quote and "Contract Pending/Verbal Award".
