Issue trying to display the User Badge Related List with unearned badges related list visible as well. The related list is showing earned badges properly, but the list of unearned badges is only showing 1 out of the many badges the gamification has. The badges unlisted are active and public.
Any insight on what could be causing this?

Yeah I've just asked the dev team to rename the labels: the documentation does mention "unearned mission badges", but the labels just mention "unearned badges" which can indeed by confusing.
The reason why only mission badges are displayed is because only those can be earned by community users without any manual action from someone else.
