I just have a general question regarding the apex class deployment.  What is the main reason behind creating a TEST apex class for every apex class when we deploying?

are these TEST apex classes needed for deploy change sets from sandbox to production? Other word, are these TEST apex classes really needed in order to successfully deploy change sets.
