are you using the default lightning experience setup? And are you on Professional Edition or above? If so, you'll need to try:

Setup (click the big setup cog) > Object Manager tab > Opportunity > Record Types

Within the Opportunities record types, you should be able to update your sales stage to include any new stages you added
