@Erica Dishman, it sounds like you're looking to send Pardot-tracked links through emails sent from Outlook rather than from emails sent from Pardot. Check out Custom Redirects, then! https://help.salesforce.com/articleView?id=pardot_content_custom_redirects.htm&type=5 You can use those links anywhere on or offline (print media), track all clicks, and even take action on any known prospects who access the link.
