SCIM POST (Create User) returns list of users but no user is created.

We are testing SCIM in two environments. In one dev org creating a user with POST works. In another sandbox, sending the same data (with adapted profile IDs) does not create a user, but also does not return any error. Instead it returns the first 10 of 5000 users.

Any idea what could cause this behavior?
