Looking at the "Actions on Record Pages" resources and have a question - there are the page-level actions, and the activity/chatter actions, and then the related list actions.

Which controls the actions in the yellow highlighted drop-downs I have in this screen shot?

I have removed "Delete" from all actions on the page layouts everywhere but it still shows up here and in list views. How do I get rid of that little guy or is this something that can't be controlled?
