I've had a chance to confirm with the team and it looks like while today we support List View actions on mobile (phone & tablet) we do not currently support record-level actions on mobile.

This is something that we have on our product roadmap, but is likely closer to the Winter '19 release timeframe.

If you need to support record-level actions on mobile you may perhaps need to explore a custom component route.
