In LEX the two out of the box custom links on the Campaign are not functional. I have developed my own custom link to replicate this functionality, but I am curious if this is something Salesforce plans to fix? I have not seen a Known Issue, ideas, or any documentation on the road map about this issue.

Thank you @Liz Skaates, I will move forward with the workaround developed. I would be happy to share outcomes. This is something that you might want to consider removing from LEX since it is not supported. Appreciate you looking into it before I pushed forward in a different direction.
