The Licensing Challenge
Consider a scenario where your leadership wants to scale an AI tool to over 50 developers and you need to present accurate licensing options and cost estimates to them. The stakes are high here. Getting this calculation wrong means you face severe budget overruns that catch leadership off guard. Or you end up with blocked developers who lose access to their tools mid-sprint. Let’s see how you can handle this challenge.
Traditional Software Licensing Versus AI Licensing
AI tools have different licensing plans than traditional software. In traditional software (like an IDE or a project management tool), one developer typing code consumes essentially the same server resource as another. The marginal cost to serve each user is predictable, so vendors can easily charge a flat monthly subscription.
AI tools depart from that licensing plan for two big reasons.
- Compute costs fluctuate wildly: Every complex prompt fires up expensive cloud GPUs that cost the vendor real money in electricity and processing power.
- Value shifts from hours to outcomes: Because AI delivers instant outcomes rather than just tracking hours worked, a flat per-seat price causes vendors to lose money as their AI becomes faster and more efficient.
Understand Your Options
The right AI license for your team comes down to how you want to balance predictability against flexibility. Salesforce offers three main approaches to fit different organizational rhythms.
- Free limited trial
- Unmetered usage
- Metered usage
Salesforce provisioning rules allow you to mix your deployment strategies within the same org, meaning you don’t have to choose just one plan for the entire company. You can assign flat-rate user licenses to your power users and pool consumption credits for everyone else.
Free Limited Trial
You can get a free Agentforce Vibes trial per organization, by signing up for Developer Edition orgs or by using your Foundations credits.
The free trial is not available to Salesforce employees.
The trial access is limited to 110 requests or 1.5 million tokens per org—whichever milestone you hit first. This promotional limit triggers the moment you make your first request and lasts for exactly one month. You can’t refresh the trial.
For example, if a developer makes 110 short requests for quick Apex explanations, the trial ends on that final request even if most tokens remain unused. Conversely, asking the AI to analyze a massive codebase will drain your token allowance much faster. In that scenario, you could burn through all 1.5 million tokens in just 30 heavy requests, which also ends the trial early.
Unmetered Usage: Fixed Cost
With this plan, you pay a flat rate per developer, and they can use the tool as much as they want without hitting any resource ceilings.
- When to choose this: This is best for large teams, organizations with heavy daily usage, and companies that require strict, predictable costs.
- Trade-offs: Not all high-end models are available.
Metered Usage: Paid Via Flex Credits
With this option, you pay a lower price, but your final bill goes up or down depending on how much AI power your team actually uses. Metered usage of Agentforce Vibes is billed via Flex Credits.
- When to choose this: Choose this option if your team’s AI usage fluctuates unpredictably or if you prefer a consumption-based financial plan that draws from a shared pool of Flex Credits. You also get access to the latest AI models.
- Trade-offs: Because billing is consumption-based, monthly expenditures can be highly unpredictable and require active administrative monitoring to prevent service interruptions if credit pools run dry.
Flex Credits: The Consumption Currency
If you opt for a consumption-linked plans, such as metered usage, you use Flex Credits. Flex Credits are the standard unit of measurement that Salesforce uses to quantify the backend computing power your team burns through. Because exact token prices can change, check the official Salesforce pricing page for the most up-to-date rates.
How Does Flex Credit Consumption Work?
Your credit consumption depends on the large language model (LLM) you use. The LLM sets your Prompt Usage Type—Starter, Basic, Standard, or Advanced—and the multiplier from the current rate card. A rate card is a price list that tells you exactly how many credits or dollars each specific action costs.
Instead of counting word by word, usage is tracked in chunks of up to 2,000 tokens, which are the tiny data units processed by the AI for your inputs and outputs. Every new chunk is counted as one unit and always rounds up. For example, a chat total of 6,500 tokens simply rounds up to four units. You can use the rate card to find the multiplier for your specific Prompt Usage Type. This helps you easily figure out how many Flex Credits are consumed based on your total units.
What Consumes Credits?
Prompt complexity: This is how hard the AI has to work to think.
- Low cost: “What does this if/else statement do?” The AI just reads a line and gives a simple one-sentence explanation.
- High cost: “Create a Project custom Object with autonumber, name, and start date fields and a Trigger that sets the start date to the current date when a new record is inserted.” The AI has to logically map out a complex, multi-step solution from scratch.
Context size: This is how much text you force the AI to read.
- Low cost: You copy and paste a single 10-line helper function into the chat box and ask the AI to find a typo.
- High cost: You attach a massive 2,000-line error log file or a giant codebase repository and ask, “Why did our server crash last night?” The AI has to read every single line of that massive file before it can even begin to answer.
Model selection: This is the brain power of the AI tool.
- Low cost: You use a light, fast model to quickly autocomplete a line of boilerplate code. It’s quick, simple, and cheap.
- High cost: You switch to use a heavyweight, reasoning model to solve a deeply buried, complex logic bug. It is incredibly smart, but it uses massive computing power to think through the problem.
