I have a custom object that is open for most staff to view but very occasionally, an instance of that object needs to be restricted so that only a subset of users can see it. Is there a recommended way to accomplish this?

Set the OWD to "Private" and create a Criteria Based Sharing Rule that allows a value/attrbute in a field to make the record visible/editable to a subset of users via Role, Group Membership, etc
