Error parsing file: Element {http://soap.sforce.com/2006/04/metadata}apiVersion invalid at this location in type Document

Hello all, I created an excercise lwc project, when I deploying apex or lwc files by the salesforce extension pack with vs code, it failed saying Error parsing file: Element {http://soap.sforce.com/2006/04/metadata}apiVersion invalid at this location in type Document for all the lwcs deployed successfully by the previous command.

the js-meta.xml has no special as below

OS: win 11

Node.js: 20.8.1

sf: 2.29.5

What I'm sure of is it's not working only on windows environment but working perfectlly fine on ubuntu with same simple lwc files. I believe it's a sort of bug. But my work latptop is using windows 11, any one any idea? Thanks
