as I understand you want to export a 'list' of customers who used a specific promotion.
with this kind when an 'order is created' you can store the promo information at a custom attribute of the 'order' level. example custom.appliedSpecificPromo
and using this as a query condition when generating an export/report file
example
orders = OrderMgr.queryOrders('(status = {0} OR status = {1}) AND custom.appliedSpecificPromo = {2}', 'creationDate desc',
Order.ORDER_STATUS_NEW,
