This is a view of a record from our portal. I need to get rid of the buttons on the right outlined in red. Where are these? How do I get them off the portal page view?

You'll want to observe the page layout assigned to the profile of that portal user, and then remove the actions from that layout under the Mobile & Lightning Actions. You can do this from Setup --> Object Manager --> Payable --> Page Layouts. I would first check page layout assignment though to see if any other profiles, such as those for internal users are using this layout. If so, you might want to create a new separate page layout specifically for your portal user profile so that you don't impact any of the internal users.
