User is not able to create folder on dashboard as 'New Folder' command button is not visible. Is there any way to provide access to that button to appear on dashboard?
e.g.
expected 'New Folder' button should be visible to the user:

the folder "New Button" is a permission issue. You need to check all possible permissions on Folders. (System Permissions, Folder Sharing Level, Folder Access)
