I don't understand how this is the correct answer - isn't it the case that you can't use permissions/sharing to restrict access beyond what is established by the organization-wide defaults? I am currently preparing for my admin exam, and I found this question. Reading through the question, I figured the correct answer should be setting the OWD to private and then opening up access via permission set.
Nevertheless, based on the scenario you explained, I am assuming those three users are the only profiles assigned when the object was created; it just becomes more confusing when the question is about the permission set for a custom object just as
