I am sending email from lead related list - Activity history. In classic email subject is mandatory.But, in lightning it is not mandatory. Is there any option to make it madatory?
Tried with creating validation rule in email message but it is not worked for me.

Also, try making it required from global actions - Email
Setup => Global Actions => Email => Edit Layout => Set Subject as Required.
Your formula looks good to me and working to me.
