I am trying to remove access to share files from users. They should be able to upload, edit, etc on records they own or are associated with, but not share those files with other users. Only users with record access should be able to see them, and this appears to be the case. However the uploading user still has the option to click share and do so with any other user. I want to remove the Share function, but cannot locate where I can do so.

File sharing can't be removed from users. If they have access to upload files, they also have the ability to share. (https://help.salesforce.com/articleView?id=networks_files_visibility_and_sharing.htm&type=5)
