Why are community users able to enter their name when a lookup filter requires a business name

We use a app modal in community for register users, when they register for course they are required to enter their school. However students are able to enter their name although we have a lookup filter which is suppose to prevent this.Why are community users able to enter their name when a lookup filter requires a business name

 

Can someone please tell me what I did wrong.

    Thank you Arun, I do have the account record type equals business account. Were you able to view the screenshot I posted with this question? I believe I have the filter setup correctly however it doen't seem to work as it should.
