Please note that I am unable to find all users when scheduling a report.
I can see only some users in the list on the left side [select from].
The step to do this is like so:
Go to a report
click on schedule future runs
on the email reports click on "To me and/or others..."
a list of user will be displayed

The list of users will only display the users who have permission to run the report - check the sharing settings on the folder.
