how can i prevent users from transferring account ownership

Hi Dave, 

You can create a Validation Rule then use the the similar formula below:

AND(
NOT(ISNEW()),
ISCHANGED(AccountOwner)
)

This formula will prevent Users from changing the AccountOwner of existing records.
