Data shows up in supporting report but not on chart in dashboard...why?

I've got a situation where a dashboard is based upon a report that groups by Rating. The data in the report shows results with High, Low and Medium ratings but the chart on the dashboard only shows High and Low, but not Medium. It's a bar chart, very simple. The curious thing is when I do a chart within the report, it too does not show the Medium bar even though there's data. Has anyone seen this before and know how to resolve it? Did I hit a limitation on dashboards or reports?

How small is the "missing" group? I know you said you have data in there but is it just a few records, like a fraction of the overall report?
