Hi Miika - So at the risk of over-explaining... I wanted to leave you another note just to make it clear that I would strongly advise against checking the "Transfer Record" permission unless you want the user to be able to transfer ownership on essentially anything in your Salesforce instance (not just leads).
I was suggesting that you provide modify all access on the object within the permission set. Then assign that permission set to the individual user. Then use validation rules to restrict access to what the user can edit.
Also - Sunil brings up a great point that the "modify all" object permission would by default give the user the ability view and modify all leads within your org. The validation rule prohibits user from editing most records, but this user would still have Read Access to all Lead records within your org.
