So you want a list of Salesforce Users from your company that reside in a specific country?
You would create a Users Report (under Administrative Reports). You would filter it by the country you are specifying. As for specifically who worked there last year... you are going to have to play around with dates a bit to see if there is a clear and concise way to specify if a user was active last year.
