Level 1: EMEA
Level 2: Sales Region 3, Sales Region 7
Level 3: Offering 6 & Offering 8, Offering 15
So - in this Case, I want to be able to run a report at the level 1 (EMEA) which will rollup all sales regions and their respective offerings.
Seems like SFDC limits to a single level parent/child model.
Thoughts/Advice?

Actually Campaigns can have up to 5 levels within a single hierarchy. More info here:
