We are planning to build a community where designated users will be required to login and do some tasks. I am planning to get a set number of licences for this community.

We also need to build some forms which when submitted would create custom object records in Salesforce(which don't require people to login but should have Save and Resume capability). Will these consume licences? Salesforce help on community licences mentions:

If you intend to use your community as a public knowledge base for unauthenticated (or guest) users, you can do so without purchasing communities licenses. For example, guest users can access publicly available community pages to read content, review knowledge articles, and perform tasks which do not require them to log in (such as creating cases).
