I havent come accross that, but check out the apexchange for ready make solutions that may fit the bill: https://appexchange.salesforce.com/appxSearchKeywordResults?keywords=tender&searchType=simpleSearch
is like the app store but for your salesforce.
Thinking a bit about it, you may want to use 'opp partners' to track who is bidding for it https://help.salesforce.com/articleView?id=partners.htm&type=5
Or multiple opportunities one per potential sales then relate it to the tender?
