A Salesforce Support respresentative was able to show me where the issue was stemming from. Quote from the rep that I used to resolve my case:
"After checking, the reason why the 'Flag' button is not working for your Community is because you haven't enabled the Moderation yet.
To do that please follow the steps below:
1. Go to Setup. In the Quick Find box, type Communities Settings.
2. Go to 'Community Moderation Rule Settings'.
3. Enable the 'Moderation applies to all feed posts regardless of where they are visible'.
4. Save."
