ISCHANGED Not Working in AND Statement

I have this statement here that is not working for some reason. I cannot figure out why. I think I am forgetting something rather simple. I am trying to say send an email alert if:

 

- the picklist value for the field StageName is 'Closed Won - SIgned/Reserved'

 

AND

 

- the field Rental Start Date (which is a Date Field) is changed

 

ISCHANGED Not Working in AND Statement

 

Wondering if anybody had thoughts. Thanks!
