From what i can see, the de-dupe tool shows a user possible account matches before they can save the record.
If a user tries to add an account that is already owned by ANOTHER user, will they still see the list of accounts that exist ?

Yes, Duplicate Management Rules would run in System Context, which means it would get the list of All Accounts which are matching a specific criteria , irrespective of whether the current Owner Owns it or not.
I believe thats the whole purpose of having Duplicate management, so that we can avoid duplicates at Org(Object) Level rather than at user level.
User might get an error if he tries to click on potential duplicate Records to whom he doesnt have access.
In your Case answer would be yes, system would show all matching duplicates irrespective of who owns those records.
