How come I can't turn on forecasts?

I'm the admin of a pro level roll out. I have turned on forecasts within sales force, I have checked the appropriate boxes on each user. However, the only people who can see forecasts are people with a system admin account. All other account types cannot see forecasting.

    Were they able to tell you what was wrong?
